The principle used in ASRock Instant Boot is mainly based on S3 / S4 ACPI" which are typically used to trigger power modes such as hibernation" sleep and standby in a fast manner.
ASRock Instant Boot manages to take advantage of this technology and to extend it to shutdown operation as well" drastically reducing boot times" to the advantage of any user.
